JOB SUMMARY:

The Program Manager leads the planning, implementation, and continuous improvement of RNAO initiatives that support IENs as they obtain licensure with the College of Nurses of Ontario (CNO) and successfully transition into employment within Ontario’s health-care system. This role focuses on reducing systemic barriers, strengthening pathways to employment, and delivering targeted supports that enhance workforce integration, retention, and career advancement. The Program Manager collaborates with health-care institutions, regulatory bodies, community partners, and internal teams to deliver coordinated, equity-informed programs.

RESPONSIBILITIES:

Program Planning & Implementation

  • Lead the design, implementation, and evaluation of programs that support IEN employment pathways and workforce integration.
  • Translate strategic priorities into actionable plans with defined timelines, deliverables, and performance outcomes. 
  • Oversee onboarding pathways, employment readiness initiatives, and transition supports to ensure effective program delivery.

Engagement & Partnerships:

  • Build and sustain partnerships with health-care institutions, regulatory bodies (e.g., CNO), and community organizations.
  • Collaborate with employers to identify workforce needs and co-develop integration and hiring pathways for IENs. 
  • Facilitate job matching and placement processes in collaboration with partners to optimize employment outcomes.

Equity, Inclusion, & System Navigation:

  • Integrate equity, diversity, and inclusion principles into program design and delivery.
  • Promote culturally safe, inclusive, and accessible approaches across all initiatives. 
  • Support IENs in navigating complex regulatory and employment systems, enhancing readiness and success.

Program Evaluation & Continuous Improvement:

  • Develop, monitor, and report on key performance indicators (KPIs) to assess program effectiveness and impact.  
  • Analyze data, trends, and partners' feedback to inform continuous improvement and decision-making.
  • Prepare reports and briefings to communicate outcomes, risks, and recommendations to leadership.
  • Identify system gaps and develop innovative, scalable solutions to improve access, equity, and workforce outcomes.
  • Other duties as assigned.

KNOWLEDGE, SKILL AND EXPERIENCE:

  • Registered Nurse with current registration in good standing with the College of Nurses of Ontario (CNO).
  • Bachelor’s degree in nursing or related field and minimum of 5–7 years of program management experience in health-care or workforce development.
  • Demonstrated knowledge of the Ontario health-care system and CNO requirements.
  • Strong project management, partnership development and engagement skills.
  • Knowledge of equity, diversity, and inclusion principles and their application in program design.
  • Excellent communication and analytical abilities.
  • Ability to operate a computer and use a variety of software programs.
  • Equity & Cultural Competency.

  • Ability to work independently and collaboratively with a team.

EFFORT:

  • Requires sustained attention to competing priorities, including program planning, partner engagement, reporting deadlines, and participant support needs.
  • Requires continuous concentration to review and analyze program data, policy and regulatory information, partners' feedback, and workforce integration trends.
  • Requires sound problem-solving, judgment, and adaptability to address complex participant, employer, and system-level challenges.
  • Regularly use sight, hearing, and manual dexterity to read, write, proofread, analyze information, facilitate meetings, respond to inquiries, and work with digital systems.
  • Requires frequent periods of sitting and computer use for more than two hours at a time, as well as participation in virtual and in-person meetings. 

WORKING CONDITIONS:

  • Typical conditions are such that no risk or injury is present.
  • Works in a climate-controlled office with minimal exposure to lack of privacy, noise, distractions/interruptions, or stress from multiple demands.
  • Travel may be required to attend meetings and partner sites.

NOTES:
This post is for a contract position (expected end date: June 29, 2027) for a specific program with the potential to make a lasting difference in Ontario’s health-care landscape.

The starting annual salary for this position is $ 89,000.
We comprehensively evaluate a variety of factors to determine fair compensation, including experience, specific job-related knowledge and skills, as well as relevant educational and specialty training. Additionally, we ensure that compensation is equitable across our staff and aligns with current market trends. RNAO offers an extensive benefits package and generous vacation.
Mandatory requirements: RNAO requires all employees to be fully vaccinated against COVID-19, subject to any accommodation obligations under the Ontario Human Rights Code. Applicants must be eligible to work in Canada for the duration of the work term. Proof of eligibility will be required.
