In 2015, the Ministry of Health and Long-Term Care released three documents proposing action aimed at improving patient and family-centred care across the health system as part of its Patients First initiative.
Missing from the policy discourse thus far has been the critical and thoughtfully planned health human resources (HHR) required to advance the province's health and health-care transformation agenda. In its absence, health organizations experiment with care delivery and staffing changes that are driven more by budgets than by evidence.
This report is an urgent call for an interprofessional HHR plan for Ontario that would follow a transparent, evidence-based, and engaged process. We focus our report on nursing, and see it as an instalment for the broader made-in-Ontario HHR plan.
