Hospital Accountability Planning Submission (HAPS) Guidelines
A letter sent to RNAO by Dr. Joshua Tepper, assistant deputy minister with the Ministry of Health and Long-Term Care, addressed RNAO’s grave concerns with the Hospital Accountability Planning Submission (HAPS) Guidelines.
The purpose of the guidelines is to encourage the design and delivery of hospital services that ensure the provision of high quality, safe, accessible and sustainable hospital care based on available resources. RNAO noticed an example in page 20 of the document that suggested targeted RN replacement. RNAO approached the ministry and said this was unacceptable. As a result, the offending section has been removed. For your interest, here is a copy of the letter that RNAO recently received from the ministry of health.
Dr. Tepper also issued a directive to all LHIN CEOs and to the head of the Ontario Hospital Association informing them that the HAPS document had been changed, and that while it expects hospitals to provide continuity of caregiver as well as interdisciplinary care, it does not support the targeting of RN replacements.
