Action Alert: Ask Premier McGuinty and Minister Caplan to stop competitive bidding for home care services

Background

On December 15, 2008, Minister David Caplan announced quietly that the government was lifting the moratorium on the competitive bidding of home care contracts. This is extremely distressing news as competitive bidding undermines continuity of care and demoralizes an already fragmented home care workforce that has not recovered from earlier experiments with this flawed approach.

Competitive bidding diverts resources away from meeting the needs of clients and their families to consultants skilled at writing proposals for the bidding process. While competitive bidding may be appropriate in procuring supplies for an assembly line, it is not appropriate when caring for our treasured seniors, vulnerable children and others requiring access to consistent, high-quality care based on trusted relationships and best practices. Our province is better served by fostering collaboration where innovations may be shared rather than being hoarded as a competitive advantage.

RNAO renews its call for a full and immediate abandonment of competitive bidding as a method for allocating funding for home care services in this province.
